There is no single regulatory act on the carrying of pneumatic weapons in the legislation of Ukraine. Law enforcement agencies are guided in this matter by the Decree of the Cabinet of Ministers dated October 12, 1992 No. 576 “On Approval of the Regulations on the Permitting System” and the Instruction of the Ministry of Internal Affairs regulating the procedure for handling weapons (approved by order of the Ministry of Internal Affairs dated August 21, 1998 No. 622). The latest instruction is the most complete document on the handling and interaction with weapons, including pneumatic ones.

What do you need to know before buying?

According to the above regulations, air rifles and pistols with a caliber of more than 4.5 mm and an muzzle velocity of more than 100 m/s are subject to licensing. Sending such products by mail is strictly prohibited. All other "guns" are not subject to registration in the licensing system. At the same time, their sale is carried out only to adults (aged 18 years and over).

Free sale to adults also includes products chambered for Flaubert, which are not pneumatic, but have a caliber of 4 mm. All other weapons are registered in exactly the same order as firearms. To obtain permission to carry powerful pneumatics, you must contact the relevant department of the licensing system of the Main Directorate of the Ministry of Internal Affairs of Ukraine and submit the following package of documents:

  • a medical certificate in the form 127 / o with the official conclusions of a psychiatrist and narcologist;
  • certificate of no criminal record;
  • an application addressed to the head of the Republican Directorate of the Main Directorate of the Ministry of Internal Affairs of Ukraine for the issuance of a permit;
  • receipt of payment of state duty;
  • photocopy of passport data;
  • four photographs 3x4 cm.
To obtain permission to carry powerful pneumatic weapons, you must obtain official conclusions from a psychiatrist and narcologist.

So, without a license, you can purchase pneumatic weapons with the following parameters :

  • The caliber of the weapon is 4.5 mm or less, the speed of the bullet does not matter.
  • The caliber is over 4.5 mm, but the speed of the bullet is less than 100 m/s.
  • Weapon chambered for Flaubert.

Basic Rules for Handling Airguns

All actions with pneumatic weapons, whether carrying, moving or transporting, must be carried out in an unloaded form. The "gun" must be in a special case without a CO₂ cylinder, a cocked mechanism, a cartridge in the bullet receiver. This applies to both rifles and pistols. Products chambered for Flaubert must be carried without ammunition in the chamber or drum. It is recommended to store pneumatic weapons in accordance with the same safety requirements (fully unloaded). The purchase of a gun safe for low-power pneumatics is an optional item of the program, the main thing is to ensure the storage of "guns" in inaccessible places for children and third parties.

Licensed weapons are supposed to be stored in a closed iron box or a special safe, always unloaded. If the number of "guns" exceeds three copies, the premises must be connected to an autonomous or departmental security.

The entire arsenal of weapons must be stored in a special safe under lock and key.

Anywhere you can’t shoot with a pneumatic gun. Helpful Hints

Firearms must always be handled as if they were loaded. It is highly undesirable to aim with a pneumat at people, to use the "gun" for other than its intended purpose, to transfer a loaded weapon to other persons. Also, never leave your air pistol and rifle unattended, especially when they are ready to fire.

It is best to improve the skills of shooting from pneumatic "guns" at equipped shooting ranges and shooting ranges.

Airgun ammunition should be dry and clean and match the caliber of your firearm. It is strictly forbidden to shoot from pneumatics while under the influence of alcohol or drugs - causing harm in this state entails a tougher punishment in accordance with the current provisions of the Criminal Code of Ukraine.


Any pneumatic is a weapon. And in case of causing damage by it, you will have to answer to the fullest extent of the current legislation. So when handling air pistols and rifles, try to be extremely careful and careful.
